Jenova's coming for their planet, they're mistaking it for one of their gods, in the meantime they're brainwashing original fallen paladins to work for them and making cleric clones(Yeah, I think the Kumis might be clones of Jiro's original cleric/lover) to match them against natural paladins and their true clerics(as clerics seem to be avatars of the real gods, the kinder...ones) and do away with any resistance, all while presenting it as building up a special task force to be used in the kingdom's conquest of their neighbours...also, either the "wrongness" of the cloned clerics or this "god" the priestesses were hailing are causing the kaiju to go crazy(red-eyed) and thus be more troublesome....
